Right now pam USE flag on anubis enable PAM authentication, but no default configuration file is provided.

Most likely you want to use this line in src_install after inheriting pam:

pamd_mimic system-auth anubis auth account session

The example PAM configuration file in the source distribution is _not_ good for Gentoo.
