These files have a .hash section even when my LDFLAGS tell the linker not to generate it:

sys-libs/libcap-1.10-r11 (/lib64/libcap.so.1.10)

Also /usr/lib/python2.5/site-packages/libcapmodule.so as seen in Bug #181465.

libcap-2.06 respects all flags
