The dev-games/cegui-0.5.0b-r3 package doesn't compile with 
media-libs/devil-1.6.7-r1  USE="X gif jpeg mng opengl png sdl tiff -allegro -xpm"
but any newer version is required in cegui ebuild. Updating and changing USE flags for devil helped:
USE="allegro xpm" emerge devil

Compilation failed every time complaining about /usr/include/IL/ilu.h file (belonging to devil package)

media-libs/devil-1.6.7-r1 has been gone for months. Use 1.6.7-r2.
