I've received an e-mail from the author of blas-goto informing us that
the UT license does not permit redistribution.  Please fix as soon
as possible.

The ebuilds do already have RESTRICT=mirror. (which replaced nomirror).
Did one of the sci herd upload the source file manually?

Robbat2 killed the copy on the master mirror, which should propagate to other mirrors within 12 hours.

Yes I did as older versions did and forgot I fixed the mirror thingy from 1.19 and on. Sorry about that. The ebuilds in the tree work without Gentoo mirroring. Thanks for reminding us.

We should be good.  I e-mailed upstream, apologized, and pointed
him to this bug, so I think that ought to suffice.

I'm going to close this bug.  Reopen if there's still a problem.
