As the polish manuals are encoded in ISO-8859-2, then when system is set to use unicode, these manuals are incorrectly formatted, and there are some question characters displayed instead of correct national characters.

At the same time for example portage is installed with manuals encoded in utf-8, so there are different encodings for different manuals, and this should be standardized. One of possibilities is conversion of national manuals into utf-8 during installation of man-pages-pl package.

Corrected ebuild for ma-pages-pl

This ebuild is copied from Arcon overlay, it contains conversion of man-pages into utf-8 in case if unicode use flag is set.

(as discussed on releng mailing list).

You should note that Arcon overlay had stolen this ebuild from Eaedificāta Repository.

I think it have n meaning until it stay released on GPL. 
Anyway we should try to push it into main repository.
