I can't reproduce your problem.
Seems for some reason the xmakefiles are not created. Which xfree version are you using? Which sed version? (Seems vnc-3.3.7-unixsrc/Xvnc/config/cf/Imake.rules) is the file which is responsible for their generation)
Please attach emerge info output aswell.

I emerged tightvnc instead.

bug state was reset

It seems I have re-installed something - the problem is no longer reproducable
