Implemented in Mozilla Firefox 3 and Opera 9.5 on. 

(Other applications: http://en.wikipedia.org/wiki/Animated_Portable_Network_Graphics#Application_support)

Note: This it unsupported by upstream, even more - it was rejected in voting.

Tested to compile, no functionality testing from my POV.
