The "festival" package should download nad install the documentation
conditianally depending on the "doc" option. Currently it's hardcoded inside the
ebuild...

Another good idea would be to separate the voices into more packages but that is
off topic... :-)

I am setting up a festival 1.4.3 ebuild, and I will take this into account (as well as several other use flag dependancies.) I'm trying to have the new build ready by tomorrow.
