Afaik, bcop is a utility for generating option code for the fusion plugins by parsing xml files. Try running it for an illustration. Shouldn't this utility be in dev-util instead of x11-libs?

I was doing some work on the ebuilds for compiz-fusion-0.7.4 and actually did move the package to dev-util as you suggested (cf. Bug 216621).

I've talked to a few other Gentoo devs and although this package shouldn't be in x11-libs, we think it's pointless to be moving it from category at this point. For the record, we don't think dev-utils is the best choice. If we were to move it, we should probably move it to x11-misc. Thanks for your bug report and I'm sorry that I took so long to process it.
