Compiled with threads use flag in order to have mod_cgid compiled instead of mod_cgi, which is ok. The Apache ebuild will never try to directly modify apache2-builtin-mods file.
right, mod_cgi/mod_cgid are enabled with USE=threads (or any MPM that is threaded) and therefore commented in apache2-builtin-mods
