The configure file in hal dies if XML::Parser is missing but dev-perl/XML-Parser is not in package DEPEND.

Reproducible: Always

Steps to Reproduce:
1.(unmerge dev-perl/XML-Parser)
2. try emerge -1 sys-app/hal
3. watch it fail
