The variable LINGUAS is neither in make.conf.example nor in man make.conf documented.

Is it still supported?

The localisation guide still uses LINGUAS:

need to update manpage and /or make.conf.example

Of course it is support. It has nothing to do w/ portage, as such the documentation doesn't belong there.
