Same as bug #89046 - it is not resolved.
This problem still exists today with rsync-2.6.9-r2 and glibc-2.5 or 2.6.

Reproducible: Always

Steps to Reproduce:
1.in this case i'm logging to syslog
2.chroot = yes
3.

Actual Results:  
From /var/log/messages :

Jul 18 12:58:40 davinci rsyncd[18843]: connect from sartre (192.168.107.6)
Jul 18 12:58:40 davinci rsyncd[18843]: rsync on gentoo-portage/metadata/timestamp.chk from sartre (192.168.107.6)
Jul 18 16:58:40 davinci rsyncd[18843]: building file list
Jul 18 16:58:41 davinci rsyncd[18843]: sent 166 bytes  received 231 bytes  total size 32


Expected Results:  
timestamp for building file list and sent should not jump to UTC, should remain in localtime
