As initially suggested in the gentoo-dev thread "[RFC]: gentoo-politics ML", and after factoring in input received back from both developers and users, I'd like to request the creation of a 'gentoo-project' mailing list. The primary purpose of the list is for non-technical discussion about the Gentoo project as a whole, primarily in an effort to make the gentoo-dev list more focused on actual-development related inquiries. Like -dev, -project will be open to both developers and users alike, and subject to the same rules and regulations as -dev regarding behavior and conduct from all participants. Undoubtedly, while flame wars will probably occur with frequency on this list, all responders are expected to act mature and conduct themselves accordingly in their responses, irregardless of their feelings on any given issue at hand.
If you do, can you turn off the reply-to munging so people can argue with each other before telling the list about it, rather than arguing in public, which is so much more stressful for everyone. http://www.unicom.com/pw/reply-to-harmful.html As to flame-wars, the way we put it in our guidelines is: "Please stay calm, polite and relaxed. If you cannot be friendly, please explain why in a civil manner. Abusive behaviour will get you kicked. For an example of how we would like you to behave please see http://freenode.net/catalysts.shtml P*ssing contests are frowned upon, unless you are providing valuable technical information at the same time. Please try to stay ##on-topic ;)" And our /topic explicitly states: Dissing will get you kicked. This means dissing of any sort: of programming language (in our case) or people. How you enforce anything without moderators (irc ops) is beyond me, and the council appears to have shot their moderators down before they have even started. Good luck with it though, it'd be good to see some civil Gentoo development discussion archived somewhere. ;-)

Update to original suggestions for the -project ML: + Would not be required subscription for new devs, however, new devs would be informed of its existence and purpose.
