Either the dynamic use docs are wrong or the notes with the perl ebuild.  I've 
submitted it as a Doc bug as it's more likely someone forgot to add the 
'threads' USE, than the ebuild is out of date???

this is a single ebuild use flag.

only global use flags, which are used by many ebuilds are documented
