Bug 172391 – [TRACKER] packages should install to /$(get_libdir)/rcscripts instead of /lib/rcscripts

As per the recent discussion[1] on gentoo-dev, and more precisely this post[2] packages that put stuff in /lib/rcscripts should use /$(get_libdir)/rcscripts instead.

Here is a possibly incomplete list of currently affected packages:

this bug is being rewrangled into a TRACKER bug. individual bug reports for the remaining packages will be filed in a minute. please readd yourself, if removing you from the TRACKER bug is not what you want.

You're more then welcome to fix it. All the bugs you created are for packages all owned by base-system and all the members of base-system agreed that the change should be made but we haven't had the time.
