OK, thanks for this bug report. We'll look into it. The problem is with the shadow package, which is not installing suauth at all.
Yes, because it builds with pam support. Support for suauth is not compiled in if we build against pam, then you use /etc/pam.d/su and related pam modules. Have a look at /etc/pam.d/su, it does have some examples of how to create access lists, etc.
but su(1) manpage still mentions suauth(5)
