When png flag is not set in make.conf, emerging nagios-core
doesn't give /usr/nagios/sbin/statusmap.cgi. There should be
some kind of mechanism to warn user and prevent improper build.



Reproducible: Always

Steps to Reproduce:
1.Remove png flag from make.conf
2.emerge nagios-core


Actual Results:  
File /usr/nagios/sbin/statusmap.cgi is not built.

Expected Results:  
File /usr/nagios/sbin/statusmap.cgi should be built.
