  Adding a dependancy for hotplug to iprutils-2.0.15.3-r1 so that the
  microcode update utility will work.

Uhm, this really doesn't work w/ recent udev only? See Bug 147006 and Bug 145809 for reasons why I'd like the unconditional dependency to go away and be switched to something like || ( >=sys-fs/udev-096 sys-apps/hotplug )

I remember adding it because it didnt work without.  is there a reason why we should break the two?  This would require a fair amount of testing, but if there is a good reason, I am happy to go through it.
