Sorry, I've "fixed" it myself... an env-update seemed to cure things. Although I tend to do these regularly even if I see no good reason to.... Apologies for the waste of time :-(

I don't know how you got by it, but as far as I can see this guy isn't fixed.
It's not quanta itself that's broken, but the dtd that the docbook file is trying to locate can't be found. What version of kde are you using, and what version of quanta are you attempting to install? Most likely your KDEDIRS needs to be updated. A reboot may help.
