I have installed both gcc-3.4.6 and gcc-4.1.1. I have a guess as to why, but please post the command you were using that didn't perform the upgrade.
I used: "emerge --nospinner --newuse --update --ask --verbose --deep --tree world". B/C that didn't updated gcc, I used "emerge --update gcc-3.4.6-r2.ebuild" directly.
