I can verify this bug as well. I checked the ebuild and the RESTRICT variable is set to mirror so that explains why the Gentoo mirrors aren't being used. Not sure what can be done about libsdl.org being down though.
Forgot to mention the ebuild shows RESTRICT="mirror" due to bug #147253.
