How to reproduce and actual results:
% quickpkg

Expected result: successfully re-emerging package.  

I had the same problem with xorg-server-1.1.99.901, and using that tbz2 file, I can confirm that the package really isn't installed.

You used a borked tar version to produce the binpkg, I'm afraid.

I'm using the stable tar, tar-1.15.1-r1, not tar-1.15.92 as listed in the bug 151146, so I don't think that was the problem.  However, I re-emerged tar, gentoolkit, portage and xorg-server, and now am able to create a package I can re-emerge.
