emerge =dev-java/log4j-1.2.13-r1 yields the following error:

log4j-1.2.13 does NOT yield this error and compiles cleanly.  Seems to be an error in the ebuild.

It compiles for me. Isn't your system affected by bug 151149 ? In another words if you have bash-3.2 installed then that may be the cause of the problem.
