ehm..... in depend there's no need of >= for elementree cause it has only one version in portage.
Also the need of mmpython-4.10 could cause some issue, give me a day or two 
to test it.

Yes, its overly cautious, but not necessarily a bad thing, especially since people may be using overlays.

I'd just chalk it up to personal preference in writing ebuilds -- either way would work.
