'wheel' is GID 10 `emerge baselayout` and a config update with dispatch-conf, etc-update or cfg-update should remedy this problem. portage: 'portage' user or group missing. Check your permissions on /etc/{group,passwd}. This should fix it: chmod o+r /etc/{group,passwd}

Do you actually have a portage user and group? (what's the output of `getent passwd portage` and `getent group portage`) Can you run `portageq has_version / sys-apps/portage` as normal user without errors? (no output is normal)
