On my system such as on many other system prepared "the old way", /usr is on a dedicated partition. Core programs like cp, mv, touch and so, used in early init stage, should never link against libraries on /usr/lib.
On my system at boot time I can see many errors on libnfsidmap.so.0 not found from cp, mv, touch. Setting severity to major and not to critical because the system still boot.

Really a duplicate, closing.
Reemerging acl with USE=-nfs solved the issue.
Closing this bug.
