On my system such as on many other system prepared "the old way", /usr is on a dedicated partition. Core programs like cp, mv, touch and so, used in early init stage, should never link against libraries on /usr/lib. On my system at boot time I can see many errors on libnfsidmap.so.0 not found from cp, mv, touch.
