I would suggest that  
 
 emerge ~qt-dcgui 
 
would emerge latest unstable version and place ~qt-dcgui in world file. 
 
That will require a modification into portage and will make lot of users happy :)

Does those dependency notations have the same meaning? 
 
~sys-apps/qux-1.0 
=sys-apps/qux-1.0* 
 
if yes, when ~ line could refer to a latest unstable and = line to the latest stable package 
available.

~ is already defined in versioning and is deprecated ...
