The header comments in the /etc/limits configuration file state as follows:

# /etc/limits contains user resource limits.
# See limits(5).

However, no such manual page exists:

japsu@crake ~ $ man 5 limits
No entry for limits in section 5 of the manual
japsu@crake ~ $ man limits
No manual entry for limits

Baselayout version is 1.12.4-r7.
