Indeed, this decoration is for KDE 3.5 only and does not support KDE 4. There, I vote for deprecation and kde-sunset.
Since this is apparently KDE 3.5 only, I do not see any chance of this entering the main tree. Interested users certainly are still welcome to add it to kde-sunset if they wish.
