With the r1 revisions /etc/env.d/45kdepaths-3.5 was moved from arts to kdelibs which means that unless you upgrade arts first you will get a file collision between kdelibs and arts. As such I propose that kdelibs should depend on >=kde-base/arts-3.5.4-r1. This will force arts to be updated before kdelibs.
