See bug #137265 .. on this I suggested an enhancement to the xmms ebuild.

eq-xmms doesn't build without this solution, adding two directories:
  mkdir /usr/lib/xmms/Effect /usr/lib/xmms/Plugins

Therefore I would propose that something like:
   mkdir ${D}/usr/lib/xmms/Effect ${D}/usr/lib/xmms/Plugins
