the pdfelatex doesn't work in tetex-3.0_p1-r3.

steps to reproduce:
1.~ $ pdfelatex test.tex (no matter what is the content of the tex file)

output:

    This is pdfeTeX, Version 3.14159-1.10b (Web2C 7.4.5)
    kpathsea: Running mktexfmt pdfelatex.fmt
    fmtutil: config file `fmtutil.cnf' not found.
    I can't find the format file `pdfelatex.fmt'!

forgot to state i have a AMD 64 machine. this problem doesn't occur in the stable versions (as expected)

Can you please post the output of ls /var/lib/texmf/web2c and check that you have a /var/lib/texmf/web2c/fmtutil.cnf (that should be a link to  /etc/texmf/web2c/fmtutil.cnf.

I managed to get pdfelatex working by running 
#texconfig-sys

and in the formats section adding the line
pdfelatex       pdfelatex       language.def    -etex -translate-file=cp227.tcx pdfelatex.ini

just under the line for pdfetex

I don't understand why you need this, since 'pdflatex' is 'pdfelatex' atm. The .ini files are perfectly identic and I think that all the modern distribution of TeX needs to rely on eTeX as default.
