CTAN has zip's of directories like macros/latex/contrib/ticket, so you don't <em>necessarily</em> need a separate tar.

That said, it is of course the case that any updates will invalidate the digests....

<CTAN>/macros/latex/contrib/ticket.zip works; cf:

http://ftp.dante.de/tex-archive/macros/latex/contrib/ticket.zip
rsync://ftp.dante.de/CTAN/macros/latex/contrib/ticket.zip

et cetera for the other CTAN sites and (most of) the mirrors.

I have the same question/remark than in http://bugs.gentoo.org/show_bug.cgi?id=142883#c6: why do you block >=tetex-2.96?

About the mirror thing, it's a known problem that CTAN does not number their releases. Policy is to mirror them in gentoo with a properly named tarball and put a comment with the CTAN tarball URL in the ebuild.
