"The C# system library was split off from the main source distribution during 
the early phases of development. The main reason for this was to enable other 
free software .NET efforts to reuse the code."

This package depends on dev-lang/pnet, which i submitted earlier. It includes 
the C# library.

I suggest dev-libs/pnetlib
