I can not reproduce that here. Could you please see if you can reproduce with the split out app-doc/gimp-help ebuild (just added to portage)?
I can confirm that gimp-help emerged without problem (though it doesn't use LINGUAS), but base gimp fails with "mkdir: cannot create directory `stamps': File exists"
I can say otherwise... gimp (USE="-doc") emerges cleanly. gimp-help emerges cleanly as well... Could it be that the gimp installation fails to remove some of the temp directories which get in the way of the help generation?

Sooo... The nice'n'easy solution would just be to hardfix the doc useflag for the gimp ebuild at -doc (regarding the help generation) and just list gimp-help as a dependency if USE="doc"? Told in other words, we could take the help-generation away from the gimp ebuild altogether and emerge gimp-help as a dependency if there is a "doc" useflag present.

That's the whole idea. This is why app-doc/gimp-help was split from media-gfx/gimp in the first place - check the ChangeLog.
I thought as much... But why doesn't it work then? Shouldn't the gimp ebuild emerge and clean up after itself, and then gimp-help would kick in? At least that's how I understand things...
Right, gimp emerges cleanly with -doc, I just thought you have already modified gimp's ebuild to create dependency on gimp-help (when doc flag is set).

Parallel make issue, I think. Seems to be merging happily here with MAKEOPTS="-j1".
I am also getting the "mkdir: cannot create directory `stamps': File exists" with gimp-2.2.11-r1.ebuild AND with gimp-help-0.10.
