Bug 135595 – dev-libs/nss-3.11.1: zillions of shell syntax errors during build

I just emerged dev-libs/nss-3.11.1.  During the build, there were
*169* different occurrences of this error pattern:

  syntax error at -e line 3, near "while"
  syntax error at -e line 7, near "}"
  Execution of -e aborted due to compilation errors.

I'm guessing this is a sign that the build is using my SHELL
environment variable (which is set to /bin/tcsh) instead of running
/bin/sh.  But it could be something else.

I'm not quite sure what is failing due to this repeated error, as the
build doesn't seem to notice the problem and in fact installed the
files.

I will attach the emerge log file.  Note that there are extra lines in
the log file because I have this (very useful) line in my
/etc/portage/bashrc:

  echo ">>> */MISC_FUNCTIONS_ARGS/CATEGORY/PF: [$*/$MISC_FUNCTIONS_ARGS/$CATEGORY/$PF]" 1>&2

I will attach my "emerge --info" separately because, despite the
instructions to put it in this "description" form field, bugzilla
keeps complaining that my "comment too long".
