As far as I can tell from running the libtool command manually with --debug instead of --silent as transcripted during the emerge, it's trying to do a hard link from $PORTAGE_TMPDIR to something in /usr/share. This obviously doesn't work across partitions, and since the link is some sort of a lock the build process gets stuck in a sleep/test loop.
