I wanted to update my system recently and found that emerge proposed me to install linuxwacom even with USE=-wacom set.

Full procedure:
# emerge -pv xorg-x11
These are the packages that would be merged, in order:

When you don't set any INPUT_DEVICES, it pulls in all of them. Apparently you already have the rest of them installed.

If you add INPUT_DEVICES="keyboard mouse" to make.conf, you won't have this problem.
