KDE version is 3.5.2 (~x86).
The patch for a similar bug for kdelibs is applied.
There is no debug info, but starting kicker from konsole gives more information:
kicker: tzfile.c:344: __tzfile_read: Assertion `num_types == 1' failed.
kicker: crashHandler called
KCrash: Application 'kicker' crashing...
kicker: tzfile.c:344: __tzfile_read: Assertion `num_types == 1' failed.
ERROR: Communication problem with kicker, it probably crashed.

This bug is a duplicate of 124100.

I used /usr/share/zoneinfo/EST file and the problem was solved when I started to use this one: /usr/share/zoneinfo/America/Toronto
Anyway, I think there is a bug or in timezone files or in KDE.
BTW, I have sys-libs/timezone-data-2006b.
