KDE version is 3.5.2 (~x86). The patch for a similar bug for kdelibs is applied. This bug is a duplicate of 124100. Here is the explanation: http://forums.gentoo.org/viewtopic-t-437850-highlight-tzfile.html I used /usr/share/zoneinfo/EST file and the problem was solved when I started to use this one: /usr/share/zoneinfo/America/Toronto Anyway, I think there is a bug or in timezone files or in KDE. BTW, I have sys-libs/timezone-data-2006b.
