System has full kde install.  Attempting to unmerge arts (emerge --unmerge arts) causes all kde-related entries in /etc/ld.so.conf to be removed.  If you re-add the entries manually, running env-update wipes them out again.

The only way to get things back to normal is to reload arts.

This is probably related to bug 104174. Anyway, you should use a safer procedure to remove arts: set "-arts" in USE, reemerge kdelibs and uninstall arts. It is also recommended to run revdep-rebuild in these situations.
