I have no apache or php packages installed yet.  When I attempt to emerge
www-apps/horde-turba the dependencies include mutually blocking packages:

# emerge -p horde-turba

You need to unmerge dev-php/mod_php and dev-php/php, it's no longer supported. Please, read this migration guide:
