No risk of data loss, no security vulnerability. This is not severity blocker.

What you said applies to "Critical", not "Blocker".
The reason I chose "Blocker" was that the bug blocks me from
installing/using the package at all. Anyway, from the description 
of "Blocker", it's somewhat unclear to me in what cases to use
this severity. In this current case, I tried to install sox when
doing development work on the nero ebuild, which shall now depend
on sox. Couldn't install sox, so it blocked the development work on
nero :)
