the php eclasses should remove all usage of the pic USE flag

We could change to use the "hardened" USE flag instead of the "pic" one, would
that be acceptable? Waiting on feedback, best regards, CHTEKK.

Please do not use/abuse the hardened use flag to mean pic when pic means pic
