If I run emerge -u world, it will always fail at ndiswrapper. So, why not
program Portage to skip broken packages in emerge world?

Reproducible: Always
Steps to Reproduce:
1. type emerge -u world
2. get a f'ed up package
3. restart again and hope it starts somewhere else

ndiswrapper should not fail in the first place. If a package fails then it 
should not be in the tree. emerge world does exactly what it's supposed todo.
