when I run "emerge world --update --pretend --deep" , my system wants me to 
downgrade neon, because subversion requires neon-0.24.7, and I have a newer 
version installed.
When I downgrade and run the same command again, it tells me that there is an 
upgrade for neon.

So the result is that no matter what, neon always wants to upgrade or 
downgrade, somebody should fix subversion, or mask any version newer than 
0.24.7 of neon.
