run `gcc-config` for the arm toolchain and restart the crossdev process

yes ... there's prob a bug in the USE=-multislot logic of toolchain.eclass
for cross-compilers which prevents gcc-config from being run properly

or is it deleted now ?  trying to reproduce over here but cant seem to get it :/

and no, i didn't have instaled the eselect-compiler package... it's hard masked
in my portage profile
