When you do an "emerge -uDv world" some packages that have licenses that need to
be manually accepted may be upgraded. If such a package needs to be upgraded and
emerge places it in the middle of the world ugprade, the user may leave the
computer expecting the upgrade to be complete and return only to see that the
license needs to be accepted before the rest of the programs are updated. 
This is annoying, and it would be nice if there was a make.conf option so that
applications with licenses that need to be manually accepted could be placed as
close to the beginning of the world update as possible.
