$ WANT_AUTOMAKE=1.9 emerge "=cairo-1.0.2" 
fails while 
$ WANT_AUTOMAKE=1.8 emerge "=cairo-1.0.2" 
works

I can confirm this problem, and its solution, on ~ppc.

I just ran into this while doing an emerge -uD world, during a libtool 
upgrade. You might want to have a look at bug 98762.
