Which sys-libs/gdbm version is installed? If it's 1.8.3-r2 and you do have /usr/lib/libgdbm.so.2, then delete it and run revdep-rebuild.
Never mind. I am an idiot :) It was not the Gentoo htpasswd2 that was broken.
